HISTORY OF MTL CONSULTING COMPANY LIMITED

MTL Consulting Company Limited was formed in 1998 with the aim of providing consulting services to the natural resources sector, specifically, Mining and Oil and Gas. Later on, the company has diversified to other sectors including infrastructure; thus, MTL offers professional services in Mining, Energy and Infrastructure sectors. Over the years, the Company has supported our Clients in mining, energy and infrastructure through provision of specialized services in the areas of environmental management, environmental auditing and due diligence, mining engineering and geology, geotechnical, monitoring or air quality and water, water resource assessment both hydrology and hydrogeology,   biodiversity assessment, socioeconomic and stakeholder engagement studies, Resettlement Action Plan (RAP), health impact assessment, OHS studies, legal and regulatory compliance, GIS services and training.

We pride ourselves with the experience that has been built over a period of 20 years of serving the industry in Tanzania and in other African countries including Ghana, Sierra Leone, Uganda, Kenya, Malawi, Lesotho, Rwanda, Swaziland and Botswana. The Company started with 3 employees and now have more than 20 full time employees supported with a large network of associates. We have invested substantially in modern equipment, software and training of our people. We offer our services to Governments, Private Sector, International Organizations and Non-Governmental Organizations. In addition, our experience, specialized knowledge of the sectors and relationships that have been built over time and understanding of the regulatory and permitting requirements, allows us to have effective times for our Projects turn-around. We have a vast knowledge with local and international standards including International Financing Cooperation (IFC), Equatorial Principle and World Bank Group.

Eng. Dr. Willison Kaguga Mutagwaba graduated in Mining Engineering from the University of Zambia in 1982. He was immediately after graduation employed by the State Mining Corporation (STAMICO) and posted to work at Buckreef Gold Mine located in Geita District. He worked for the Mine for four years and was responsible for the planning, design and production of the underground mine for which by 1986 he had been promoted to “Underground Mine Superintendent”. Between 1986 and 1987, he obtained a MSc in Engineering Rock Mechanics at Imperial College in London. He got his PhD in “Design of Intelligent Decision Support Systems for Mining” in 1991 from the same College.

Between 1991 – 1994, he was employed by Imperial College as a “Research Associate” in the modelling of “Complex Ore Bodies”. He returned to Tanzania in 1994 and joined STAMICO as a Development Manager for which he worked until 1998. During this period, he was also instrumental in the setup of the curriculum and establishment of the Mining and Mineral Processing Engineering degree courses at the University of Dar-es-Salaam for which he also served as a “Part-time Lecturer”.

In 1998 he started MTL Consulting Company Limited to provide consulting services to the mining industry for which until to-date he serves as a Managing Director. In managing MTL Consulting business, he has worked as the lead person for undertaking Environmental and Social Impact Assessment (ESIA) for most of the mining Projects in Tanzania, lead Environmental Auditor, Design of Environmental Management Plans and Environmental Management Systems. Some of the mining companies serviced include Barrick, Anglogold Ashanti, De Beers, Mantra, IAMGold, Allied Resource, Resolute, Kiwira Coal, etc. He has also led MTL into serving the oil and gas industry, including monitoring of air and water quality at Mtwara Port in Tanzania for British Gas and conducting baseline studies (in collaboration with Golder Associates) for Beach Petroleum around Lake Tanganyika. He has advised Governments (Tanzania, Ghana) on issues of small-scale mining and advised on mining policy issues (Sierra Leone).

He has worked in many African countries including Ghana, Sierra Leone, Malawi, Swaziland and Lesotho on a number of mining related Projects. In undertaking the consulting work, he has also worked as a Consultant to many international organizations including UNIDO, World Bank, United National Economic Commission for Africa, European Union, Department for International Development (DFID – UK), Global Environmental Fund (GEF), Centre for Development of Enterprises (CDE – Brussels) and others. He was also instrumental in setting up the curriculum for the Mining Engineering courses at the Dar-es-Salaam Institute of Technology (DIT) and currently serves as a Chairman for the VETA “Technical Advisory Committee for Mining. Eng. Dr. Mutagwaba is registered as “Consulting Engineer” with the Engineers Registration Board (ERB). He is also registered with the National Environment Management Council (NEMC) as an EIA Expert and an Audit Expert.

Mr. Tindyebwa is a mining professional with over 30 years’ experience in the mining industry, having worked for various Governments, the private sector, international organisations and development agencies in Africa, mostly on the regulatory part of the mining industry.He worked for the Government of Tanzania as an Exploration Geologist, Resident Mines Officer, Zonal Mines Officer and Registrar of Mineral Rights & Head of Licensing in the Ministry responsible for mining. He headed the Ministry’s team responsible for the design and implementation of the country’s first computerized Mining Cadastre System.

He joined the mining consulting industry in 2006 after resigning from the Tanzanian public service. Since then, hehas successfully undertaken various assignments inother countries including being Project Manager for implementation of the first computerized mining cadastre system for the Government of Uganda (under World Bank and NDF) and designing and implementation of the first computerized mining cadastre system for the Government of Kenya. He is currently part of a team of experts working onformalization of artisanal and small scale mining (ASM) for the Mining Diversification (MinDiver) Project in Nigeria under the Ministry of Minerals and Steel Development and the World Bank. He has completed various other projects on ASM for Governments, Mining Companies, international organizations and development agencies.

MrTindyebwa has a good understanding of the mining and mineral trading industry in Tanzania having worked for the Ministry responsible for mining and the private sector for over 30 years. He is a co-founder and Director of MTL Consulting, a leading mining consulting firm in East Africa. He is a certified Director by the Institute of Directors in Tanzania (IoDT) and serves on the Executive Council of the Tanzania Chamber of Mines-TCM (Member), Governing Council of the Foundation for ASM Development-FADev(Chairman) and the Tanzania Extractive Industries Transparency Initiative –TEITI National Committee (Member).

Emmanuel earned his first bachelor’s degree from the University of Dar es Salaam where he pursued BSc. Geology majoring in Geology and Geography. He further undertook postgraduate studies in the field of Geology majoring in applied Geophysics through a sandwich program between the University of Dar es Salaam of Tanzania and Stockholm University of Sweden. He is registered with NEMC as an ESIA Expert. Emmanuel occupied significant vacancies which are the basis for his carrier development, starting with the Savanna Exploration Company (Field Geologist), COWI Tanzania Limited (Hydrogeologist, Project Manager and Quality Manager) and MTL Consulting (Projects Manager and General Manager). Through his professional carrier, Emmanuel is an Environmental Hydrogeologist/geologist with more than 10 years of professional experience in mining, energy and infrastructure sectors with indepth knowledge in Environmental and Social Impact assessment; environmental audit; Environmental and Social due diligence; environmental management; water resource assessment and management including groundwater management, monitoring and development, water resources mapping, planning and management, groundwater investigation, drilling planning and supervision, water demand estimation and groundwater impacts assessment; geological mapping including structural and geochemical mapping and analysis; soil surveys and geophysical surveys.

Emmanuel’s particular expertise and experience are based on strategic planning, formulation of Projects concept designs and project logistics; impacts assessment, Projects and contract management, detailed project mapping, conducting feasibility studies; projects supervision, business administration, company interface management both internal and external. He has worked extensively in the public and private sectors relating to extractive industry (mining), energy and infrastructure sectors. This includes working for the Tanzanian Government, its local authorities, SADC and various private companies such as Savannah Exploration Ltd, GGM, Barrick/Twiga Cooperation (North Mara, Bulyanhulu, Buwagi and Tulawaka Gold Mine), Kibo PLC, OreCorp Tanzania Limited, Strandline Resources, Panda Hill, Helium One Global, TANAPA, Kabanga/Tembo Nickel, TanzGraphite/Kibaran Resources, Enerfin, Twiga Cement (TPCPLC), Tanga Cement (TCPLC), Mbeya Cement (MCCL), Seaport Group for Oman Investment Authority, Ministry of Minerals, Ministry of Energy, Ministry of Water, ERM for TANESCO, ERM for TDGC, Upepo Energy, PMM etc,,. Key donor interventions include developing a monograph of the Ruvuma River basin, describing the present condition of the basin in terms of land use and assessing water resources (e.g., availability, current and future demand, the main threats to the basin’s water security). He has also worked with the Climate Resilience infrastructure Development Facility a transboundary based project in addressing the environmental and socioeconomic aspects of the targeted communities. As a result of successfully completing all project work to date and holding distinguished academic standing, Emmanuel is widely recognised as an expert in earth resource studies in Tanzania and for the SADC Water Division. In addition, he has a considerable knowledge of Computer Mapping applications such as ArcGIS 9, Map Source and IX1D Software, and Geosoft Montaj Software.

Elias Mihayo, is an Environmental Expert whose experience in the mining/extractive industry is over ten (10) years and has held number positions in the Environmental management since 2010 to 2021. He has coordinated and supervised a number of environmental projects associated with open pit and underground mining operations. He has currently joined the consulting firm as Environmental and Social Manager. While, with MTL consulting company, Elias has already participated in the following projects:

  • Monitoring and review of environmental compliance and Project Affected People along the Standard Gauge Railway (SGR) construction route from Dar es Salaam to Dodoma. Monitoring was jointly done between TRC, ARUP contractor of United Kingdom and MTL Company.
  • Undertaking and reviews of several environmental and social impact assessments for various projects in Tanzania
  • Community engagements and consultations along the SGR route to identifying number of people compensated during project commencement; and, reviewing the implementation of the Livelihood Restoration Action Plan
  • Undertaking and reviewing of environmental audit reports, mine closure plan documents and environmental management plans for NEW Luika GoldMine, Nyanzaga Gold Mine, North Mara Gold Mine, Bulyanhulu Gold Mine and Geita Gold Mining Limited.

In addition, Elias is a registered expert by the National Environmental Management Council for undertaking Environmental & Social Impact Assessments and Environmental Audit since 2013. Furthermore, he is also certified expert under ISO14001 standards for audits and implementation of environmental management system based on this International Standard. Indeed, Elias was officially appointed in 2018 by the Permanent Secretary Ministry of Water as Government Board Member to represent private sectors in the Lake Victoria Basin Water Board. He saved the government Board for three years consecutively until 2021 as a Chairperson for technical matters within the Board. While working with the Board, he provided technical guidance to the government for rational decision making. Elias has visited on number of social-economic projects in South African while undertaking his Master’s degree at the University of Cape Town including the Coal Mine Project in Zambia (part of learning program).

Graham F Maeda is a multi-task Social Scientist with six years’ experience in Social and environmental works with MTL Consulting and five years in Transport and Logistics. He is a registered with the National Environmental Management Council of Tanzania (NEMC) as an EIA and Environmental Audit Expert. He has coordinated and involved in various Projects and/or ESIA, Audits and Due diligence studies. His experience spans many discipline and sectors and he has been recognized in the field of Social Economic Surveys, Researches, Dialogues, Stakeholders Engagements, Environmental and Social Impact Assessments (ESIA), Environmental and Social due diligence and Development of Livelihood Restoration Plans (LRP). Among the ESIA Project where he has participated as a social economic and stakeholders engagement expert includes, ESIA for the proposed REGROW Project, ESIA for the proposed Serengeti Southern bypass Project, ESIA for the proposed Shanta Singida Gold Mining Project, ESIA for the proposed Ilunga underground Project, ESIA for the proposed Nyanzaga gold mine Project and ESIA for the proposed Mbeya coal to power Project. Graham has a wide experience in stakeholder engagement, social economic survey and researches. He has established a wide network with various stakeholders at the national and local level.

Engineer Mwemezi Mulokozi is an Environmental expert graduated from the Nairobi University (MSc in Integrated Watershed Management) and UCLAS University where he pursued B.Sc. Environmental Engineering. While working with MTL, he has been involved as a project coordinator and/or expert in different Projects with water as his key study area; he has undertaken seven specialized hydrological studies for EIA and about eleven hydrological components under the EIA, Mine Closure Plan, Environmental Audit and environmental monitoring Studies. He was involved in undertaking water resources (hydrological) assessments for REGROW TANAPA, Acacia mines, Resolute, TanzGraphite, Cradle Resources, Swala Energy (Oil and Gas), British Gas, Nyanzaga, Kibo energy PLC (Coal mining and Coal power generation) among others. Most importantly, he was involved as a Project Coordinator for the EIA study for Water Supply Project in Geita District under Geita Gold Mine (AngloGold Ashanti). All these Projects were successfully completed in time and certificates were issued by the Government. He was involved as a Environmental, and Water Engineer for the planning and design Water Supply and Sanitation Projects in 74 Villages in 4 Districts (Tanganyiaka, Milele, Nkasi, Kalambo, Kigoma Rural and Uvinza) as well as Project Supervisor for the development of a water supply project in Kilosa District. The project consisted of installation of pumps, construction of distribution and transmission lines and raised reservoir.

Eng. Mwemezi has participated in development and supervision of water supply and sanitation projects as part of end-of-year field trainings and in-semesters’ projects, these activities involved construction of waste stabilization ponds and sewerage system under Dar Es Salaam Water Supply and Sanitation (DAWASA), construction of sewerage system under and supervision of construction of water supply systems (reservoir and distribution lines) under Mbeya Urban Water Supply and Sewerage Authority. He was also involved in getting an insight of how water supply treatment plant systems work.

Mwemezi is conversant with catchment delineation and modelling. He has in-depth experience in spatial data management using SWAT and Arc GIS.

Michael Batibo is an Environmental Scientist with indepth expertise in undertaking Air Quality, Noise and Vibration monitoring. He has more than 6 years’ experience in project management, sites identification and assessment, and data analysis to meet both national standards and the international best practices in environmental management and monitoring. Majura is an Environmental Scientist with working experience in Environmental Management in Mining, energy, infrastructure and Natural Resources sectors. He has attained a Bachelor of Science in Environmental Science and Management from Ardhi University (ARU). His areas of expertise range from Environmental Impact Assessment (ESIA), Environmental Audit and Occupation Health and Safety (OHS).

He worked with Ukerewe District Council (UDC) as an Assistant Environmental Officer from 2020-2021. With MTL Consulting, he has participated in various ESIA, Audits and Mine Closure Plans within Tanzania. This to include TANAPA ESIA Regrow Project, Kakono Hydropower (Complimentary ESIA and RAP), Environmental and Social Monitoring for SGR Project, GGML, Mbeya Cement (Mine Closure) and Kibo Energy PLC (Coal Mining and Power Generation Project). Majura has established a wide network with various stakeholders at the national and local level. Ms. Loveness Kabika is a biodiversity scientist and a conservationist with more than six years of working experience in Natural resources, mining, energy and infrastructures sectors. She attained a Bachelor of Science in Wildlife Management at Sokoine University of Agriculture (SUA).

She is a registered Environmental Impact Assessment (EIA) expert with NEMC and has participated in various EIA studies and Environmental compliance Audits within Tanzania. She has worked with the National Environmental Management Council (NEMC) for four years under the Directorate of Environmental and Social Impact Assessment (EIA) where she managed and reviewed various Environmental Impact Assessment (EIA) and Environmental Audits (EA) Projects on Wildlife, Forestry, Infrastructure, Tourism, Agriculture & Livestock, Mining, buildings and constructions which helped in enhancing her skills and knowledge in the field of Biodiversity and Environment as well.

Currently, she is working for MTL Consulting Company Limited as a Biodiversity consultant conducting ecological assessments for the Terrestrial and Aquatic Biological Environments. She has been involved in conducting Environmental and Social Impact Assessments and Environmental Audits for various projects including the Kibo Energy PLC, Helium One Global, GGML, Bulyanhulu Gold Mine, TANAPA Regrow Project, Kakono Hydropower and Mbeya Cement. Her work on the environment has included conducting Environmental Management Plan Update (EMPU), undertaking environmental impact assessments, environmental audit (annual and compliance) and biodiversity assessments. She has positively participated in the Updating the Kibo Energy PLC EMPU, New Luika Gold Mine (NLGM), and as liaison link with government agencies involved in the Environmental Management including NEMC. Grace Ngowi is a multi-disciplinary social scientist with four years’ experience in social economic survey and stakeholder engagement in Environmental and Social Impact Assessment (ESIA) and RAP Project. She has a wide experience in stakeholder engagement, social economic surveys, Livelihood Restoration Plan (LRP), and Resettlement Action Plan (RAP). She has positively worked on TAJIRI Heavy Mineral Sands, Serengeti Bypass, TANAPA ESIA Regrow Project, Kakono Hydropower (Complimentary ESIA and RAP), Environmental and Social Monitoring for SGR Project and GGML.
